The Rukiga District Vice Chairman, Samuel Niwandinda, has publicly clashed with District Chairman Robert Mbabazi Kakwerere over concerns related to service delivery gaps, which he claims have resulted in a significant exodus of technical staff.
Niwandinda accuses Kakwerere of failing to implement staff retention measures, leading many employees to seek better opportunities in other local governments. As the Secretary for Finance, Planning, and Administration, Niwandinda expressed concerns over the poor functioning of key district bodies such as the District Service Commission, District Land Board, and Public Accounts Committee.
While addressing journalists in Kabale Municipality yesterday, Niwandinda stated that the District Executive Committee is struggling to oversee the implementation of critical government programs, including the Youth Livelihood Program, Women Empowerment Program, and Emyooga. He also criticized Kakwerere for failing to provide annual accountability to the electorate.
In response, Chairman Kakwerere defended his leadership, insisting that all district issues are adequately addressed during council meetings.
