The Former Kisoro District Chief Administrative Officer (CAO), Hajji Swaib Balaba, has officially handed over office to his successor, John Nyakahuma, after serving for just six months. The handover ceremony took place yesterday at the Kisoro District headquarters in the council hall.
During his farewell remarks, Balaba expressed gratitude to the people of Kisoro and advised them to avoid interfering in each other’s responsibilities. He emphasized that focusing on individual roles would contribute to the achievement of the district’s goals and wished everyone a peaceful stay in Kisoro District.
John Nyakahuma, the incoming substantive CAO of Kisoro District, highlighted concerns regarding the performance of the health sector. He recounted his visit to Muramba Health Center III, where he found only one intern health worker attending to patients. Nyakahuma stressed that such a situation posed a significant risk to people’s lives and called for collective efforts to combat corruption and address other pressing challenges within the district.
Kisoro District Vice Chairperson, Alex Nambajimana, also spoke during the ceremony, raising concerns about the absence of a Deputy Chief Administrative Officer. He pointed out that despite the position’s existence at the district headquarters for several years, it has remained vacant. Nambajimana further noted that corruption often originates from the central government level.
Meanwhile, Kisoro District Resident District Commissioner (RDC), Hajji Badru Ssebyala, cautioned district technocrats against actively engaging in the forthcoming elections. Reflecting on the recently concluded by-elections, Ssebyala criticized the involvement of several technocrats, stating that their participation had tarnished the district’s image.
The handover event marked a transition in the district’s administration, with stakeholders expressing hopes for improved service delivery and governance under the new leadership.
