People’s Front for Freedom (PFF) leaders in the Ankole sub-region have urged Members of Parliament to reject the proposed Protection of Sovereignty Bill, 2026, warning it could undermine constitutional rights and disrupt service delivery.
Addressing journalists in Mbarara, the leaders argued that the bill, which seeks to regulate foreign funding and external influence, could negatively affect vulnerable communities that depend on donor-supported programs.
PFF Ankole regional governor Stanley Katembeya Tugume said the legislation risks weakening the contribution of international donors who support key sectors such as health, education, and community development. He urged MPs to carefully examine its implications before approval.

Best Arnold Ankunda said the bill appears to prioritize political interests over citizens’ needs, noting that remittances from Ugandans abroad remain vital for many households.
He warned that passing the bill could trigger public backlash in constituencies.
