PSST Calls for Prudent Borrowing to Safeguard Uganda’s Debt Sustainability

The Permanent Secretary and Secretary to the Treasury, Ramathan Ggoobi, has urged the Ministry of Finance’s Directorate of Debt and Cash Policy to ensure that every financing decision strengthens Uganda’s long-term economic growth and debt sustainability.

While officiating at the Directorate’s meeting at the Ministry of Finance, Ggoobi said the rising cost of servicing public debt remains one of the country’s biggest fiscal challenges, reducing the government’s ability to finance critical development programmes.

He noted that Uganda has built a strong reputation in international financial markets through responsible debt management and urged the Directorate to protect that credibility by providing objective, evidence-based and strategic advice on government borrowing.

Dr. Ggoobi said as Uganda pursues its Tenfold Growth Strategy, the Directorate must go beyond facilitating financing transactions and instead identify emerging risks, recommend practical solutions and ensure borrowing is limited to high-impact investments that support sustainable economic growth.

Meanwhile, the Acting Director for Debt and Cash Policy, Maris Wanyera, reaffirmed the Directorate’s commitment to mobilising affordable financing to support the implementation of Uganda’s Tenfold Growth Strategy.
