The LC5 Vice Chairperson of Kisoro District, Alex Nambajimana, has petitioned the Chief Administrative Officer over alleged irregularities in the recruitment of civil servants, citing concerns about transparency and accountability.

In his petition dated April 10, 2026, Nambajimana points to what he describes as inconsistencies and suspected malpractice within the Kisoro District Service Commission.

He highlights alleged irregularities in the shortlisting process, deviation from advertised positions, and the inclusion of unadvertised jobs during interviews. The petition also raises concerns about favoritism and the alleged misuse of reserve lists, which may have disadvantaged qualified applicants.

According to the petition, a March 4 meeting discussed additional wage resources and proposed recruiting more staff from the reserve list a plan later approved by the District Executive Committee. However, Nambajimana claims the implementation did not follow the agreed framework.

He further cites whistleblower reports suggesting that some decisions may have bypassed established procedures, and questions the process behind a subsequent job advertisement.

Nambajimana is now calling for the suspension of the ongoing recruitment process and an independent investigation to restore public trust.

The petition has been copied to key stakeholders, including the State House Anti-Corruption Unit and district leadership.
