M23 has appointed Vicky Ntumba as Director of Cabinet to strengthen political coordination within the alliance.

The appointment was made by Bertrand Bisimwa, Deputy Coordinator in charge of Political, Administrative, Legal, and Diplomatic Affairs and President of M23, under Decision No. 021/COORD-PR/AFC-M23/2026 signed in Goma.

According to the decision, the move is intended to enhance coordination across political, administrative, and diplomatic structures within the Alliance Fleuve Congo/M23, while improving efficiency and coherence across departments.

In his new role, Ntumba will support Political Coordination in designing and implementing strategic guidelines, oversee coordination across services, and ensure execution of key decisions. He will also serve as a liaison between the Political Coordination and its partners.

Bisimwa said the establishment of the office is key to improving monitoring and implementation of the alliance’s vision and strategic priorities, noting that the appointment took immediate effect upon signing.

M23 spokesperson Lawrence Kanyuka described Ntumba as an economist with expertise in international finance, adding that his experience as a career banker across several African countries brings professionalism and competence to the role.

A native of Katanda territory in Kasaï Oriental province in the Democratic Republic of the Congo, Ntumba previously belonged to the Union for Democracy and Social Progress and served as a mission officer in the “Health and Well-being” department at the Presidency, contributing to social policy initiatives.
