Police in Kabale District have arrested the Headteacher of Rwababa Primary School for allegedly preventing a Primary Seven candidate from sitting for the Primary Leaving Examinations (PLE) over an unpaid coaching fee of Shs 70,000.

The suspect, identified as Drake Kishija, reportedly stopped pupil Ezekiel Ahimbisibwe (Index No. 002/002472) from taking his final national examinations on grounds that he had not cleared the coaching fee during the recent teachers’ industrial action.

The matter came to light after the pupil’s relative, Gerald Natuhumuza Esau, reported the incident at Kabale Police Station, accusing the headteacher of unlawfully denying the child his right to education despite being fully registered for the national exams.

Police investigations revealed that the boy was only brought to the examination room by officers when the exam paper was about to end. The case is currently under investigation to establish all the facts surrounding the incident.

Kigezi Region Police Spokesperson, Elly Maate, described the matter as unfortunate and condemned any form of action that denies learners access to national examinations.

Meanwhile, Kabale District Education Officer, Moses Tumwijukye Bwengye, reported that a total of 3,354 candidates sat for the 2025 Primary Leaving Examinations across the district.

Relatedly, Police in Kisoro District have confirmed the arrest of two teachers over alleged malpractice during the 2025 Primary Leaving Examinations (PLE).

The suspects, Bernard Katabire, 41, a teacher at Real Quality Primary School, and Samuel Baker Munyantari, 52, Headteacher of Seseme Primary School, were apprehended on Monday afternoon at Seseme Primary School.

According to police, on November 3, 2025, while Katabire was deployed as an invigilator at Seseme Girls Primary School, a UNEB scout, George Kisakye, noticed him with multiple papers around 1:00 PM. Upon inspection, the scout discovered a photocopied answer sheet containing solutions for questions 31 and 32 of the mathematics exam.

Kisakye immediately reported the incident to the headteacher, who then alerted police.

Elly Maate, the Kigezi Region Police spokesperson, said the two suspects were subsequently arrested for questioning.
