In a bid to enhance transparency and accountability in the implementation of the Parish Development Model (PDM), authorities in Kitagwenda District have initiated the transfer of all parish and sub-county chiefs, as well as town clerks.

This decision follows mounting concerns over extortion and lack of transparency among some district officials, which were seen as potential threats to the success of the PDM, a flagship government program aimed at alleviating poverty.

During a district council meeting at the district headquarters on Thursday, Chief Administrative Officer (CAO) Joanitah Nakityo explained that the transfers were crucial for improving service delivery and restoring public trust in local government operations.

She encouraged councilors and local leaders to embrace the changes as a necessary step towards achieving the district’s goals under the PDM.

The Parish Development Model (PDM), launched by the Ugandan government in 2022, aims to drive economic transformation at the grassroots level by shifting households from subsistence farming into the money economy.

Operating at the parish level, the model seeks to ensure that government services and development programs reach beneficiaries effectively, directly impacting Uganda’s poorest communities.

Authorities in Kitagwenda believe these leadership changes will significantly enhance the effectiveness of the PDM and restore faith in the local administration’s ability to deliver on its promises.
