The Ibanda Municipal Council has imposed a quarantine on Bisheshe Division and surrounding areas following an outbreak of anthrax, locally known as Kooto, which has affected cattle and poses a serious threat to human health.
In an official statement dated October 27, 2025, the Council warned that the outbreak may potentially lead to sickness and deaths of humans who get in contact with sick or dead animals or their meat.
To contain the spread, the Veterinary Department has launched a ring vaccination exercise for cattle in high-risk areas, while strict quarantine measures have been enforced in Bisheshe Division and nearby communities.
The Council also issued several public health directives, including: Immediate closure of the Bisheshe slaughter slab until further notice. A ban on animal slaughter and meat sales throughout Bisheshe Division and its trading centers. Closure of Bigyera Livestock Market until the situation stabilizes.
In addition, the sale of meat has been banned in parts of Kagongo Division, including Rwampanga, Bigyera Market, Omubumyinyo, Omubugano, and Omukayoori, as well as all trading centers along Rugazi and Nyakatookye wards.
The Council further instructed cattle traders and butchers to use designated routes and obtain movement permits from municipal authorities before transporting animals.
