Headteacher and PTA Chairman Arrested for Torturing Student in Buhweju

Story by Aggrey Twesigye

Police in Buhweju District have arrested the headteacher and Chairman of the Parents Teachers Association (PTA) of St. Victor Secondary School Katara, located in Karungu sub-county, following allegations of aggravated torture involving a 16-year-old girl.

The incident reportedly took place on March 26, 2025, between 11 a.m. and 5 p.m. at the school.

Greater Bushenyi Police spokesperson, SP Martial Tumusiime, confirmed the arrests of Benard Kabagambe, the school headteacher, and Nicholas Kiiza, the PTA chairman, on charges of torture.

Two other suspects, Hanifah Nyakato and Saddius Muramagi, both teachers at the school, remain at large.

Preliminary police investigations suggest that Moreen Nagasha, a Senior One student, was allegedly dragged out of class by Hanifah Nyakato, who accused her of stealing 45,000 shillings from another student’s suitcase.

The victim was secretly taken from the school two days later and transported to Diisi Medical Center in Bwizibwera town, Mbarara district, without her parents’ knowledge.

Police confirmed that there is no evidence supporting the theft allegations against Moreen.

This case follows a similar incident in February in Ntungamo District, where two teachers from Standard College Rwashamiire were filmed assaulting a student in a viral video.

Both incidents have sparked concerns over the treatment of students and the actions of some educators in the region. Police investigations are ongoing, and the authorities have vowed to hold the perpetrators accountable.
