We Already Spent 2nd Term Money – Kamwenge School Heads

The Kamwenge District chief administrative officer Edith Mutabazi has written to all government aided primary and secondary school head teachers to return the money sent to them as USE/UPE capitation grant for the second term.
In May this year, Mutabaazi had written to the head teachers to only use 20% as they wait for the reopening of schools or further guidance.
In a letter issued on 28th of July, Mutabazi asked head teachers to provide accountability of the 20% and return the remaining funds on the Kamwenge local government bank account by today the 5th of August.
However, the head teachers say by the time the funds were released, schools had already accumulated debts arising from term one due to the abrupt closure of schools.
They also argue that the school compounds were bushy and school night watch men needed payment of salaries among others.
They say head teachers have also used the money for transportation to attend several key meetings at the district and other school activities.
