Undersecretary to the Judiciary Quizzed on Missing UGX 398M
Parliament’s Public Accounts committee has quizzed the Undersecretary to the Judiciary Maureen Kasande on Shillings 398m expenditure which lacked accountability in form of documents supporting the expenditure as per the auditor general’s report for the 2018/2019 financial year.
Kasande had appeared alongside other accounting officers of institutions under the Justice Law and order sector.
The lack of accountability was as a result of various courts across the country failing to provide the auditor general with vouchers, receipts and activity reports for funds used.
The committee chairperson Nandala Mafabi asked Kasande whether she was competent enough to respond to the queries even though she was not the accounting officer and she replied that she was.
Kasande stated that accountability files had since been obtained except for the three courts of Makindye, Moyo and Lugazi she noted that the unaccounted for funds now totaled to Shillings 43m.
She presented the documents before the committee and requested that the accountability be verified.
The chairperson of the committee Nandala Mafabi however argued that the accountability should have been provided during the audit process and suggested that the courts were using money from the current financial year to account for funds misappropriated under the year in question.
Mafabi branded the missing Shillings 398m as stolen money.
