National Identification and Regulation Authority official forced to refunds 3.65m to the locals.
The National Identification and Regulation Authority -NIRA Information Technology Officer in-charge of Butanda Sub County in Kabale district Simon Twasiima has refunded 3.65 million shillings which he had extorted from locals.
Twasiima was arrested on 25th April 2019 on orders of the Kabale Deputy Resident District Commissioner Gad Rugaaju Ahimbisibwe after 360 locals testified on how Twasiima would charge them money before issuing their national identity cards and registering fresh applicants or rectifying errors on their identity cards. He was charging between Shillings 7,500 and 10,000.
While refunding the money to the affected locals at Butanda Sub county headquarters yesterday afternoon, Rugaaju said that he could not allow Twasiima to turn a government program into a business yet it was free of charge. Rugaaju says that after repaying back the money, Twasiima was released on police bond.
