Kabale Municipal Town Clerk,Engineer,Contractor in trouble over Shoddy work.
The Kabale municipal Town Clerk Monday Joseph, the Kabale municipal
engineer Alex Twesigye and the project contractor Wilbert Twijukye are
in trouble over shoddy work at the new temporally Kabale Abattoir in
Initially, butchers have been operating in abattoir behind the current
demolished Kabale Central market but they were on Wednesday directed
by the municipal authorities led by the town clerk to shift to the new
abattoir, located in central East cell, in Central division on Kabale
real estate road to Rushambya in Kirigime ward, ahead of the
construction of the modern market to be constructed at a tune of 23.6
billion shillings under the Markets Agriculture and Trade Improvement
program (MATIP) II project with support from African Development Bank
On that day, the butchers held a peaceful demonstration by butchers
protesting the filthy and unhygienic conditions at new abattoir. Led
by Andrew Kiiza Agaba, and Steven Tamale, they said that they were
shocked when they were told to shift to the new abattoir yet the
slaughter house that is still under construction is full of fiscal
They also say that the slab is also full of sand since it is still
under construction saying that the current situation puts meat
consumers on risk of contracting Zoonotic diseases like anthrax and
brucellosis. They added that it seems the Municipal Authorities don’t
value the butchers but they only target revenue from them.
Following the demonstration, the Kabale municipal mayor Emmanuel
Sentaro Byamugisha told journalists that the construction was shoddily
done and the officers who participated in the construction of the
abattoir need to be investigated and asked why they did shoddy work.
Byamugisha said that the contractor was supposed to start the
construction works on 4th July, 2019 and end in December, 2019 but
later delayed due to delayed release of funds and delivery of
construction materials. He said that the municipal council had
released 34140700 Uganda shillings to the construct a temporally new
abattoir in the central East cell in central division on Kabale real
estate’s road to Rushambya in Kirigime ward where the butchers would
relocate waiting the completion of the Kabale central market whose
works are underway.
Byamugisha said that works were supposed to include construction of a
2-stance latrine, a water source, inspection room and store for
hanging heat and a concrete slaughter slab. This forced Byamugisha to
rush to the Kabale police to register a case accusing the officers in
question of doing shoddy work at the new abattoir. Byamugisha said the
municipal authorities are going to the engage the contractors of
Kabale central market to ensure that the old abattoir is re-opened
where the butchers are going to be operating for the min time.
Byamugisha said that as a leader he cannot simply sit back and look at
the government money being wasted.
The Kabale district police commander Brain Ampaire confirms that the
case saying that they are investigating the matter.
However, the Kabale municipal town clerk Joseph Monday told our
reporter that he has been monitoring works at the abattoir since when
construction works started but did not realize any shoddy work. He
