Government faulted for not utilizing scholarships
Parliament’s Public Accounts Committee has faulted the Ministry of Foreign Affairs for underutilization of the scholarships offered to government through the country’s embassies and missions abroad.
The committee chaired by Budadiri West MP Nathan Nandala Mafabi while interfacing with officials from the Ministry of Foreign Affairs led by the ministry’s Permanent Secretary Ambassador Patrick Mugoya, heard that out of the 339 scholarships secured in the financial year 2018/19, only 91 were utilized.
The Auditor General’s report shows that Uganda’s embassy in Berlin-Germany secured 75 scholarships and none was utilized, Brussels embassy got 100 and only used 40, In Rome 84 were secured and only 4 utilized, while in Algeria 80 were secured but 33 were not utilized.
The Auditor General had recommended that the Ministry of Foreign Affairs Permanent Secretary Ambassador Patrick Mugoya establishes the status of these scholarships secured by all missions abroad and ensure that there is improvement in utilization in future but this was not done.
PAC Committee chairperson Nandala Mafabi has thus directed Ambassador Mugoya to present a full list of beneficiaries within seven days.
