Former PS John Kashaka sent back to jail to serve 10 years over the botched Bicycle Scandal.
Former Permanent Secretary- Ministry of Local Government John Muhanguzi Kashaka is back to Luzira prison to serve a 10 year prison sentence for causing Government a 4.6 billion shs loss in the botched procurement of 70,000 bicycle for Village Chairpersons.
Kashaka has been on bail pending appeal and today Court of Appeal has upheld his earlier conviction and sentence in 2014, by then Anti-corruption court Judge Catherine Bamugemereire
Kashaka is was jointly convicted with Henry Bamutura; a former Principle Accountant in the same ministry and Sam Emorut Erongot an a commissioner of policy and planning who is to serve 13 years in jail but Erongot has escaped from court before they could arrest him.
Justices; Hellen Obura, Elizabeth Musoke and Christopher Madrama have concurred with Justice Bamugemereire that indeed money to a tune of 4.6 billion shillings was lost when Kashaka who was head of the contract’s committee that was charged with the duty of procuring the said bicycles a head of 2011 presidential polls ;
neglected his duty and awarded the contract to a sham company Amman Industries Tools and Equipment Ltd( Aitel) which has to date delivered no single bicycle .
Unfortunately one of the convicts; Robert Mwebaze ; the former Principle Procurement Officer who is also supposed to serve ten years died during the course of perusing his appeal.
While Engineer Robert Kakiza who had eluded prosecution for 9 years by faking his death was also in August this year arrested by the State House Anti-corruption unit headed by Lt Col. Edith Nakalema and is on trial before Justice Lawrence Gidudu Head of the Anti corruption court.
