Speaker Kadaga Mutes Mps on Kayihura’s Arrest
The Speaker of parliament, Rebecca Alitwala Kadaga yesterday stopped parliament from debating about the purported arrest of former IGP Kale Kayihura.
The matter was raised by the Kisoro woman member of parliament Rose Kabagyeni who noted that as the people of Kisoro they wanted government to explain why the Kayihura had been arrested and what charges they are going to prefer on him.
Kabagyeni also demanded to know when government plans to bring him to court since the 48 hour rule had elapsed.
However the Busongora south mp William Nzoghu objected to the request of Kabagyeni saying that this was a decision of the commander in chief which should not be questioned and his request was supplemented by the bukooli morth county mp Guster Mugoya also questioned whether it was procedurally right for parliament to discuss this issue which prompted the speaker to rule that mps should let investigations be handled.
