”You are a reserve Army not a Kayihura Project”- Museveni Tells Crime Preventers
President Yoweri Museveni says crime preventers are now a reserve force of the UPDF, dismissing the notion that the group was a project developed by the former Inspector general of Police Kale Kayihura.
Museveni notes that the number of crime preventers that that stands at 12 million is huge enough to be used to battle any aggressor. He has pledged 1.3 billion shillings towards crime preveneters SACCOs countrywide with each expected to receive 100 million shillings.
Addressing over 3,000 crime preventers at MTN Arena Lugogo today, Museveni said General Kayihura was just a good cadre who implemented the project.
“So anybody who had an idea that this was a Kayihura project, please get it out of your head,” Museveni said, triggering applause and clapping from the audience. “But Kale Kayihura was an active cadre who implemented that aspect of our strategy actively and I congratulate him for responding.”
Museveni said the crime preventers will be under the Uganda Peoples Defence Forces (UPDF). He said the new crime preventer team should meet with the Chief of Defence Forces (CDF), Gen. David Muhoozi. Museveni told crime preventers that he has already talked to the CDF that the crime preventers scheme deserves to be under the army.
