Debate on KCCA Report End Prematurely
The parliamentary committee on local government and public service meeting to harmonize the KCCA report issues has today ended premature after chaos erupted in the committee.
The deputy speaker of parliament yesterday directed the committee to convene and harmonize on the KCCA issues.
The chaos erupted when the committee members tasked the committee boss Florence Kintu to produce the minutes of the meeting which was convened to draft the report.
“Madam Chairperson with due respect, we want you to direct your clerk to produce the minutes of the previous meeting which sat to draft the report.Failure to do so the meeting will not proceed” Said Aruu county MP Odonga Otto.
“The deputy speaker directed the committee to convene and harmonize issues but if you fail to prevail the minutes, we are going to disorganize the meeting” Otto added.
Mrs Kintu Florence who is the committee boss also insisted and told the angry MPs that; “Who ever wants to get the minutes should go and access them from parliamentary library. Those who do not want to go there should not ask for the minutes any more” She said.
Directing MPs to go and get minutes from the parliamentary library annoyed MPs and started exchanging words with the chairperson.
“You are very stupid madam chair. We are MPs like you. Who are you to demean your fellow MPs and tell them to go and get minutes themselves yet the committee clerk is the one responsible to go and bring them for MPs.We shall not go for them. If you fail to produce them here, we shall force the meeting to end here because you are doing us a disservice” Said Odonga Otto.
The MPs who included Joseph Sewungu, Moses Kasibante, Joseph Balikudembe, Odonga Otto, Benard Atiku and Betty Nambooze stated shouting at the chairperson which forced the deputy chairperson of the committee Raphael Magyezi to move a motion to stop the meeting and was seconded the Hon Florence Mutyabule.
“Madam Chairperson, yesterday the deputy speaker directed us to convene a meeting and harmonize these issues. Am very surprised to see that this morning nothing has been done yet we have to report back to parliament. People instead of bringing their dissenting views, they have resorted to making noise in the meeting. I would therefore madam chairperson like to move a motion to close this meeting since members have failed to control themselves” Hon Magyezi noted.
The MPs further stood up and started shouting loud while opposing the motion.
“This is our country. We have to fight for our rights. Am ready to be suspended from parliament as long as am fighting for my rights. We shall not allow selfish people to fool every time” Said Mukono municipality MP Betty Nambooze.
